Arabic version below  Speech by Dr Hanan Balkhy, WHO Regional Director on the occasion marking Egypt achieving regional target of Hepatitis B control   02 June 2025 Your Excellency, Dr Khaled Abdel Ghaffar, Minister of Health and Population of Egypt, Distinguished officials, Representatives of the Egyptian Vaccine Manufacturers Alliance, Colleagues and Partners, On behalf of the World Health Organization, I extend my warmest congratulations to Egypt for becoming the first country in the Eastern Mediterranean Region to achieve the regional target for hepatitis B control, as set by the Regional Committee Resolution EM/RC56/R.5 (2009). This recognition follows a rigorous review led by the independent Regional Validation Committee (RVC). Based on robust and verifiable data, the RVC concluded that Egypt has indeed met the regional target, supported by the following key indicators: Hepatitis B surface antigen (HBsAg) prevalence among children aged 5 years and older is below 1 per cent; Third-dose hepatitis B vaccine coverage maintained at 90 per cent or higher for over a decade; And birth dose coverage has exceeded 90 per cent for at least five years. These achievements are a testament to your leadership, sustained investment, and steadfast commitment to public health. I commend Your Excellency, the Ministry of Health and Population, and the dedicated teams driving Egypt’s national immunization and hepatitis control programmes. Egypt’s success represents not only a national achievement, but a regional milestone—a powerful example of what is possible when science, policy, and public trust align. Through your strong Expanded Programme on Immunization, you have significantly reduced vaccine-preventable diseases, improved child survival, and strengthened health systems—culminating in the elimination of measles and rubella.
WHO stands ready to support you in introducing additional life-saving vaccines to protect against rotavirus, human papillomavirus, pneumococcus bacteria, and other deadly pathogens. Moreover, the establishment of the Egyptian Vaccine Manufacturers Alliance (EVMA) signifies a bold step toward self-reliance, vaccine innovation, and equitable access. This is crucial for sustaining high coverage and ensuring timely, affordable vaccines for all. But this success is not the end—it is a beginning. With continued commitment, Egypt is well-positioned to move from control to elimination of hepatitis B as a public health threat. I urge other countries in the Eastern Mediterranean Region to draw inspiration from Egypt’s journey. With determined leadership, evidence-based strategies, and inclusive partnerships, we can achieve similar milestones. Once again, congratulations Egypt.  كلمة تلقيها الدكتورة حنان حسن بلخي المديرة الإقليمية لمنظمة الصحة العالمية لشرق المتوسط بمناسبة تحقيق مصر للغاية الإقليمية المستهدفة في مجال مكافحة التهاب الكبد B 02 حزيران/ يونيو 2025 معالي الدكتور خالد عبد الغفار، وزير الصحة والسكان في مصر، السادة المسؤولون، ممثلي التحالف المصري لمصنعي اللقاحات، الزملاء الأعزاء، والشركاء الكرام، يطيب لي، نيابةً عن منظمة الصحة العالمية، أن أتقدم بخالص التهنئة إلى مصر لكونها البلد الأول في إقليم شرق المتوسط الذي يحقق الغاية الإقليمية لمكافحة التهاب الكبد B، التي حددها القرار رقم 5 الصادر عن اللجنة الإقليمية السادسة والخمسين لعام 2009. ويأتي هذا الاعتراف من جانب المنظمة في أعقاب استعراض صارم أجرته لجنة التحقق الإقليمية المستقلة. واستنادًا إلى بيانات متينة يمكن التحقق منها، خلصت لجنة التحقق الإقليمية إلى أن مصر قد حققت بالفعل الغاية الإقليمية المستهدفة، في ضوء المؤشرات الرئيسية التالية: انخفاض معدل انتشار المؤشر الفيروسي لالتهاب الكبد B بين الأطفال الذين تبلغ أعمارهم 5 سنوات فما فوق إلى أقل من 1%؛ تحقيق نسبة 90% أو أكثر للتغطية بالجرعة الثالثة من لقاح التهاب الكبد B لمدة تزيد على عقد من الزمن؛ تحقيق نسبة 90% للتغطية بجرعة الولادة لخمس سنوات على الأقل. وهذه الإنجازات شاهدة على ريادتكم، واستثماركم المتواصل، والتزامكم الراسخ تجاه الصحة العامة. وأغتنم هذه المناسبة لأتوجه إلى معاليكم بوافر الشكر والتقدير، وإلى وزارة الصحة والسكان، والفرق المتخصصة التي تقود البرامج الوطنية في مصر للتمنيع ومكافحة التهاب الكبد. فنجاح مصر لا يعد إنجازًا وطنيًا فحسب، بل علامةً فارقةً على الصعيد الإقليمي أيضًا – وهو نموذج حي لما يمكن تحقيقه حين تتضافر المعرفة العلمية والسياسات الحكومية مع ثقة الجمهور. ومن خلال برنامجكم الموسع القوي للتمنيع، تمكنتم من تحقيق تراجع كبير في الأمراض التي يمكن الوقاية منها باللقاحات، وحسنتم فرص بقاء الأطفال على قيد الحياة، وعززتم النظم الصحية، الأمر الذي توج بالقضاء على الحصبة والحصبة الألمانية. ومنظمة الصحة العالمية تقف على أهبة الاستعداد لتقديم الدعم لكم في إنتاج لقاحات أخرى منقذة للحياة، للحماية من فيروس الروتا، وفيروس الورم الحليمي البشري، وبكتيريا المكورات الرئوية، وغيرها من مسببات الأمراض الفتاكة. إضافةً إلى ذلك، فإن إنشاء التحالف المصري لمصنعي اللقاحات يعد خطوةً واعدةً نحو تحقيق الاعتماد على الذات والابتكار في مجال اللقاحات وإتاحتها بإنصاف. ويكتسي هذا الأمر أهميةً بالغةً للمحافظة على التغطية العالية، وضمان توفير لقاحات ميسورة التكلفة في الوقت المناسب للجميع. وأود أن أشيد أيضًا بالدعم الذي قدمته مصر إلى كل من الجزائر وًباكستان من أجل النهوض بصناعتهما المحلية. وتلك الإنجازات ليست نهاية الطريق، بل هي نقطة انطلاق للمستقبل. فمن خلال الالتزام الدؤوب، أصبحت مصر مؤهلةً للانتقال من مكافحة التهاب الكبد B إلى القضاء عليه باعتباره أحد التهديدات الصحية العامة. وأدعو سائر بلدان إقليم شرق المتوسط إلى استلهام التجربة المصرية. فبالقيادة الحازمة والاستراتيجيات المسندة بالبينات والشراكات الشاملة، يمكننا تحقيق إنجازات مماثلة. وختامًا، أجدد التهنئة لمصر على هذا الإنجاز المهم، مع تمنياتي بتحقيق مزيد من الإنجازات الصحية |
